CHARTER OF THE REPUBLIC OF LORELL PREAMBLE We, the Citizens of the Republic of Lorell, in order to promote peace, prosperity, and safety for ourselves and future generations of our people, do ordain and establish this Charter for the Republic of Lorell. ARTICLE I SECTION 1 All legislative powers herein granted shall be vested in the Council of Captains of the Republic of Lorell. SECTION 2 The Council of Captains shall be composed of civilian members who have achieved the rank or position of captain by merit or appointment. To qualify, a captaincy must be of a vessel or an equivalent organizational unit within the fleet, and it must have maintained a crew of at least four Citizens or three Citizens and one Resident Alien for at least sixty days. In addition, for every twenty Citizens registered on the census, an additional Counselor will be added to this Council. Said Counselor will be selected via popular vote and will hold a term of no more than one calendar year per voting period. Additionally, said Counselor may not serve more than four (4) consecutive terms before relinquishing the seat for a period of at least one (1) term. Furthermore, a single member of the military shall be appointed to the seat of Counselor of Defense, a full voting seat, in order to promote a better flow of information and knowledge regarding the internal security and defense of the Republic and to give voice to Citizens serving in the defense of the fleet and its interests abroad. No other member of the military currently serving may hold a voting seat within the Council of Captains, regardless of eligibility, in order to maintain the integrity of the Council and prevent the influence of military ideals and doctrine, both accidental and intentional, from being enforced or embedded within the Council or other governmental processes. The Council of Captains will have the power to appoint Officers of the Council to serve as advisors, aides, and directors of departments and special projects. Of these Officers, only the Officer of State, Officer of the Treasury, and the Officer of Health & Welfare shall have a vote and be expected to attend and actively participate in all meetings and special sessions. The Council of Captains shall have the sole power of impeachment. No one on the Council shall have more than one vote. No person shall be a Counselor who is not a full Citizen of the Republic of Lorell, in good standing both legally and financially, and has not met one of the prerequisites listed above. No person shall be an Officer who is not a full Citizen of the Republic of Lorell and in good standing both legally and financially. SECTION 3 All bills for raising revenue shall originate in the Department of the Treasury, but will be debated, amended and passed by the Council. SECTION 4 The Council shall have power to lay and collect taxes, duties, imposts and excises, to pay the debts and provide for the common defense and general welfare of the Republic of Lorell. The Council shall also have power to grant special tax incentives and breaks to promote economic growth and prosperity for all. All duties, imposts, excises, incentives, and breaks shall be uniform throughout the Republic and should not put an undue burden on civilian enterprise or provide unfair advantage to one over another; To borrow money on the credit of the Republic of Lorell; To regulate commerce with foreign nations. To establish a uniform Rule of Naturalization. To promote the progress of science and useful arts, by securing for limited times to authors and inventors the exclusive right to their respective writings and discoveries; To constitute temporary tribunals. To define and punish piracies and felonies. To declare war, grant letters of marque and reprisal, and make rules concerning captures on land, water, and in space; To provide and maintain an Armed Forces; a professional military force for the security of the Republic, its fleet, and its residents. To make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this Charter of the Republic of Lorell, or in any department or officer thereof. SECTION 5 No funds shall be drawn from the Treasury, but in consequence of appropriations made by law; and a regular statement and account of the receipts and expenditures of all public funds shall be published on a quarterly basis and upon special request by any Citizen of the Republic in good legal and financial standing. SECTION 6 No Citizen or Resident Alien shall, without the consent of the Council, enter into any political agreement or compact with a foreign power that may impact or influence the security or integrity of the Republic, or engage in war, unless attacked without provocation, or in such imminent danger as will not admit of delay. This clause is not meant to restrict commerce, unless said commerce has been directly forbidden by lawful statute or qualifies as providing aid and comfort to an enemy power. ARTICLE II SECTION 1 The executive Power shall be vested in a Speaker of the Council of Captains of the Republic of Lorell. They shall hold their office for a term of one (1) year and will elected by the Citizens of the Republic. The Council of Captains may appoint a reasonable date for the election of a Speaker, but not so as to purposefully delay said election or allow a sitting Speaker to remain in office past his or her term. To that end, upon impeachment, resignation, or death of a Speaker, the Council has no more than three days to announce an election date, which must be reasonable to allow all willing and able Citizens time enough to vote. However, said date must fall no later than thirty days from the time of impeachment, resignation, or death. During this thirty day period, no Amendments shall be made to this Charter. No person, except a full Citizen of the Republic of Lorell, with no formal ties to any other foreign power, in good standing both legally and financially, shall be eligible to serve as Speaker of the Council of Captains. Before entering on the execution of his or her office, the following Oath or Affirmation shall be taken: "I do solemnly swear (or affirm) that I will faithfully execute the Office of the Speaker of the Council of Captains of the Republic of Lorell, and will to the best of my ability, preserve, protect and defend the Charter of the Republic of Lorell." The Admiral of the Fleet shall be Commander-in-Chief of the Armed Forces of the Republic of Lorell. SECTION 2 The Speaker, all Counselors, and all Officers shall be removed from office upon impeachment for, and in conviction of, treason, bribery, or other high crimes or misdemeanors. Failure to fulfill one’s duties of office are also grounds for impeachment. ARTICLE III SECTION 1 The Council, whenever two thirds shall deem it necessary, shall propose amendments to this Charter. ARTCLE VI SECTION 1 This Charter, and the laws of the Republic of Lorell which shall be made in pursuance thereof; and all treaties made, or which shall be made, under the authority of the Republic of Lorell, shall be considered the supreme law of the land; and the justices throughout the Republic shall be bound thereby, anything in the Charter or laws of any ship in the Republic to the contrary notwithstanding. AMENDMENTS TO THE CHARTER AMENDMENT I The Council shall make no law inhibiting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people to peaceably assemble, and to petition the government for a redress of grievances. The Council shall make no law that favors the beliefs or views of one religion over another. AMENDMENT II The right of Citizens in good legal standing to keep and bear arms shall not be infringed. Resident Aliens and Foreign Nationals must register their arms prior to admission into the fleet at large. Foreign Nationals may be subject to search and seizure where warranted by law or in the interest of fleet security. AMENDMENT III The right of Citizens and Legal Aliens to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized. AMENDMENT IV No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a grand jury, except in cases arising in the Armed Forces, when in actual service in time of war or public danger; nor shall any person be subject for the same offence to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation. AMENDMENT V In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the Republic wherein the crime shall have been committed, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the assistance of counsel for his defense. AMENDMENT VI Excessive bail shall not be required, nor excessive fines imposed, nor unnecessarily cruel and unusual punishments inflicted. AMENDMENT VII Neither slavery nor involuntary servitude, the latter except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the Republic of Lorell, or any place subject to their jurisdiction. AMENDMENT VIII All persons born or naturalized in the Republic of Lorell and subject to the jurisdiction thereof, are citizens of the Republic of Lorell. No individual ship’s captain shall make or enforce any law which shall abridge the privileges or immunities of citizens of the Republic; nor shall any captain deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws, unless such an act is deemed necessary in terms of self-defense or to ensure the safety of one's crew. AMENDMENT IX The right of Citizens of the Republic of Lorell to vote shall not be denied or abridged by the Republic on account of sex, race, color, species or previous condition of servitude. Citizens incarcerated, having been found guilty in a court of law, forfeit this right. AMENDMENT X All Citizens of the Republic of Lorell are entitled to receive basic medical care. This care shall be defined as preventative as well as emergency and life-saving medical treatment. This provision does not cover elective treatments such as augmentations, enhancements, cloning, and other procedures that do not directly affect the continuation of bodily, not mental, existence. Nor does it apply to medical treatment received outside the jurisdiction of the Republic of Lorell.

Hi everyone, Just wanna make a post explaining why I've given up the Marshal role of police chief at CivSec, so no-one thinks there's any hard feelings or anything. At the moment, the main reason is this: I really can't show my face at a BLM protest and then come home and play fantasy cop. I'm not trying to make what's going on about me, so I'm not gonna wax lyrical about it, but right now it feels real inappropriate. And I get some of you won't get it? But idc, so don't @ me. The second is that I haven't really succeeded in what I set out to do: Create a community support oriented department. That's no-one's fault, we just haven't had the members, and I feel I can probably contribute in other ways. Lastly, although I've enjoyed myself I also wanna explore different ideas for my character, try something new.
