Firstly thank you for taking the time and reading this. We've had a little bit of friction and confusion the past few weeks and I would like to put something to rest. Pascal graciously accepted the role of recruitment coordinator some time ago. This role includes but is not strictly limited to keeping track of our probationers, making sure the recruitment thread gets bumps and up to date information. Anything that is linked to recruitment needs to pass by Pas' eyes essentially so that our efforts are maximised and we don't duplicate work. Every department is encouraged to handle their own recruitment, but you still need to consult with Pascal. By the same token Aely is in charge of our branding, media and visual presence. Anything that is used to promote the org, be it posters, leaflets or video needs to go through our MMD, much for the same reasons above but also for a few legal ones. This includes recruitment media, it has to follow a standard and be in line with our other visual elements. Ultimately Aely gets to decide if the poster (for example) is ok and safe for distribution. It's not really a question of overlap but more that we each have our piece of the puzzle to assemble, and if we all follow the process it will work out a lot smoother.

Who can recruit? Anyone can spread the word regarding the Republic and we encourage you to reach out to friends and strangers alike. Department Responsibilities. Each department or group (companies, crews and individuals) within Lorell is actively encouraged to recruit both for their own needs and for Lorell in general. But each should follow our general regulations regarding recruitment and membership. As an example the Navy seeks new officers. The department can use a mixture of Lorell media and imagery through advertisement to highlight their needs and attract attention to themselves, in combination with active engagement (chat, forums and social media) and in game interaction. In this case media can be tailored to the Navy, highlighting our comittment, roles and emphasis on team play. Showcasing our members' expertise from real life and their knowledge. In addition we should always aim to impress upon prospects that Lorell is a long term plan. More than just an Organisation, The Republic is a vast undertaking and our aim is to create as close to fully realised society as we can. The process. 1. Each prospective member must be interviewed and a transcript of the interview passed to the vetting team. The prospective member must be advised of our rules, our charter and our constitution as well as our levels of membership and their relative benefits. 2. The prospective member must apply through our website and RSI. 3. Following a minimum two week probationary period the prospective member is reviewed by the vetting team and a decision will be made. While we do not actively seek out mergers, in the case of recruiting groups of people each member of those groups should be reviewed independently. If one or more fails the vetting process then it is up to that group to decide how to progress. It is also an expectation that Orgs choosing to join Lorell as full members must dissolve their Orgs and pages and fully integrate in to our structure.

Office of Health & Welfare This office is held by the senior medical professional within the Republic or their assigned proxy. The Councilor/Officer of Health & Welfare's duties currently revolve around "Human" concerns and conditions. In time this role may expand to include matters regarding other species within the Republic. This includes advising the Speaker and Council on matters pertaining to healthcare, general welfare and advising the populace on the role and responsibilities of the office. Office of the Judiciary This office is typically held by a qualified civilian nominated by the council. The Councilor/Officer holding this office is responsible for the management and direction of the department and is also ex officio the Attorney General, the chief legal advisor to the Speaker and the Council. They are responsible for maintaining the laws of the Republic and ensuring that trials and prosecutions are carried out in a fair, even handed manner and above all in line with the laws of the state. Office of State & Foreign Affairs This office is typically held by a qualified civilian nominated by the council. This is the Republic's governmental department responsible for state diplomacy, ambassadorial duties and for suggesting policy regarding Republic citizens abroad and for visiting aliens. Office of Defence This office is traditionally held by the highest ranking member of the military forces or their assigned proxy. It is the only non-elected Councilor seat. The Councilor of Defence is the principle military adviser to the Speaker and the Council of Captains. They oversee the overall running of the military forces and liase with the Speaker when necessary. They are responsible for all military matters of state and state security; often considered the commander-in-chief of the Armed Forces. At times of war they may also, should the need arise, be responsible for domestic matters of security as well. However, such matters normally fall under the jurisdiction of CivSec, the domestic police force of the Republic. Office of the Treasury This office is typically held by a qualified civilian nominated by the council. The responsibilities of the office pertain to financial matters. They are the principle economic advisor to the Speaker and Council and play a critical role in policy-making. This office is reponsible for formulating and recommending financial, economic and tax policy, both domestic and international. Office of Labour & Commerce This office is currently inactive until such a time as the council deems necessary for it's reactivation. This office is typically held by a qualified civilian nominated by the council. The Councilor/Officer of Labour & Commerce exercises control over the department and suggests law and policy involving unions, the workplace, and all other issues involving any form of business-person conflicts. They are also primarily responsible for state level negotiations regarding trade and import/export in conjunction with the Office of State & Foreign Affairs when dealing with external entities or organisations.

Non-Affiliated Simply put non-affiliated entities are players, groups or factions that have no formal membership of Lorell. Potential trade partners, unknown entities or groups. Essentially any individual or group that isn't classified under Affiliate or Member status. While in Lorell space they are subject to the laws and ordinances of Lorell. Affiliated An affiliate of Lorell qualifies for Resident Alien status. This entitles you to: • Free Stabilising Emergency Medical Care. • Military and Security Services within Lorell territory**. • To Own or Rent property within the borders of Lorell territory subject to property taxation and laws concerning eminent domain*. • To maintain a business presence within Lorell territory at the aforementioned property. • To sign on as a Reservist to serve a term with the military subject to the rules and restrictions set out by the Naval administration. • An affiliate may at any time apply for Full Citizenship. • An affiliate may not hold public office. Nor can they vote in elections. They do however have a voice and representation through our democratically elected council. Member Those who choose full membership of Lorell will be given status as a Citizen. They will be subject to a reasonable level of taxation to maintain the security and services the organisation provides. This will entitle you to: • Full Medical Care. • Military and Security Services. • To Own or Rent property within the borders of Lorell territory subject to laws concerning eminent domain. • To maintain a business presence within Lorell territory at the aforementioned property. • To sign on as a Reservist to serve a term with the armed forces subject to the rules and restrictions set out by the Naval administration. • To enlist with the armed forces subject to the rules and restriction set out by the Naval administration. • The right to vote and the opportunity to hold office within the governmental structure of the Republic. • Agreed use of Fleet Assets (i.e. ships, vehicles and equipment). • Priority on government and military offered contracts. Lorell does not allow for other organisations to recruit openly from within our ranks. However if a member decides they wish to sign on for a crew contractually for specific jobs then they may do so. If a Citizen decides they wish to permanently join another Organisation then they will be downgraded from Citizen to Resident Alien status to account for this. Organisational Mergers and Affiliations Organisations seeking closer ties to Lorell fall under two categories. Either as an Affiliated Group or as Full Members. They are subject to the regulations listed above. In addition any organisation or group seeking to join under full membership are expected to dissolve and reform within Lorell. This only applies to full membership and not affiliation. *Eminent Domain refers to the sovereign right of the state to reclaim ownership of the land should a member terminate their membership of the organisation. **Lorell Territory refers to the space within the set borders of Lorell. For example the area within the set and protected boundaries of a settlement. At this time Lorell is a migrant fleet and Lorell territory is constituted as a small buffer zone surrounding the ships in addition to the space within them.
